During the period of residual contamination, as designated by the National Institute for Occupational Safety and Health and as noted in the dates above, employees of subsequent owners and operators of this facility are also covered under the Energy Employees Occupational Illness Compensation Program Act.
*Site Function
Beginning in 1951, Aeroprojects, Inc., performed research and development (R&D) under contract
to the Atomic Energy Commission (AEC). The company’s work included investigation of the use of ultrasonic energy in the areas of instrumentation, welding, filling of tubes with powders, extrusion, solidification and cleaning. Materials used by the company include alloys and compounds of aluminum, beryllium, mercury, thorium, and uranium. The exact quantities of these materials is not known. W ork for the AEC decreased in the mid 1960’s and Aeroprojects began doing R&D under other government contracts. The Aeroprojects contracts with the AEC were closed out in 1973.
Site Description
The building that housed Aeroprojects, Inc., is located at 200-T E. Rosedale Avenue, West Chester, Pennsylvania. The building is a one story structure constructed of masonry. The building that was used for AEC work has been extensively remodelled. The present owner of the building is Bishop Tube, Inc., and the building is managed by Philadelphia Ventures, a real estate holding company. Thepresent tenant is Sonabond Ultrasonics, a subsidiary of Inductotherm Industries of Rancocas, New Jersey. The building was sold by Aeroprojects, Inc., to Bishop Tube, Inc. The date of sale is not known.
Radiological Historv and Status
The precautions taken during operations and the clean-up procedures used upon completion of the AEC work are not known. Consequently, a preliminary walkover gamma survey was conducted in May 1988 by Oak Ridge National Laboratory. Gamma exposure rates measured by scanning surfaces within the building revealed a range of 5 to 9 uR/h. Exposure rates near the ground surface outside the building ranged from 6 to 9 uR/h. These values compare favorably with radiation background levels in the eastern Pennsylvania area that typically range from 2.5 to 8.1 uR/h and average 6 uR/h.’ No areas of elevated gamma levels were detected. All values were well below the DOE guidelines of 20 uR/h above background for indoor gamma exposure rates.
Recently discovered information suggests that small amounts of radioactive residuals may have been buried on site. The areas that may contain these suspected burials are included in areas planned to be remediated by the current owners.
Elimination Analvsis
The results of the radiological survey performed by ORNL indicate direct radiation levels are typical of natural background in the area. Further, areas containing possible burials will be remediated by the current owners under EPA supervision.
Based on the information summarized in this report, DOE’s Office of Eastern Area Programs has eliminated the former Aeroprojects, Inc. site in West Chester, Pennsylvania from consideration under the Formerly Utilized Sites Remedial Action Program.
